Class 1 vs. Class 2: What’s the Difference?
North Dakota offers both Class 1 and Class 2 concealed weapon licenses. Both are valid North Dakota licenses, but the Class 1 license has additional requirements and generally offers stronger reciprocity with other states.
Class 1 Concealed Weapon License
Best for people who want the stronger license option and may want better out-of-state reciprocity.
- Applicant must be at least 21 years old
- Applicant must meet North Dakota eligibility requirements
- Open-book written test required
- Classroom instruction required
- Firearm familiarity required
- Shooting proficiency test required
- Generally recognized by more states than Class 2
Class 2 Concealed Weapon License
A solid option for people mainly wanting a North Dakota concealed weapon license.
- Applicant must be at least 18 years old
- Applicant must meet North Dakota eligibility requirements
- Open-book written test required
- No Class 1 shooting proficiency test
- Valid North Dakota concealed weapon license
- Usually less reciprocity than Class 1
Class 1 Shooting Proficiency Test
For the North Dakota Class 1 concealed weapon license, applicants must complete classroom instruction, demonstrate familiarity with the firearm, and successfully complete the shooting proficiency test.
The shooting portion is designed to show safe firearm handling, basic accuracy, and the ability to safely complete the required course of fire.
Common Class 1 Shooting Test Overview
- Students must use a safe handgun with proper ammunition
- The test includes a live-fire shooting/proficiency portion
- The course is commonly fired at 7 yards and 15 yards
- Students may be required to safely draw, fire, reload, and complete the course within the allowed time
- A passing score is 70%
- For a common 24-round course, 17 hits are typically needed to pass

What Should Class 1 Students Bring?
Final class details will be announced once the date is set, but Class 1 students should plan ahead for the shooting portion.
- Safe handgun
- Proper ammunition for your handgun
- Eye protection
- Ear protection
- Secure holster
- Extra magazines or speed loaders if available
- Additional ammo for practice, if needed

North Dakota Concealed Carry License Information: Applicants must be at least 18 years old for a Class 2 license and at least 21 years old for a Class 1 license. Applicants must be a resident of North Dakota, on full-time active military duty stationed in North Dakota, or a resident of a state that has reciprocity with North Dakota and who possesses a valid concealed weapon license in their home state.
Applicants must successfully complete the required training, complete the Bureau of Criminal Investigation application process, and pass the required BCI and FBI criminal history records check. License approval is handled by the State of North Dakota.
Class 1 and Class 2 licenses are both valid within North Dakota. The main difference is reciprocity. Because of the additional testing requirements, Class 1 license holders generally have reciprocity in more states than Class 2 license holders.
A North Dakota concealed weapon license is valid for 5 years. Initial licenses and renewals require a $60 state application fee. Processing time may take up to 60 days.
If you have any questions about your eligibility, consult with an attorney or review the official North Dakota concealed weapon license requirements through the North Dakota Attorney General / BCI.
